How did Bush succeed in planting hatred against Muslims amongst his countrymen and Europe?

I was born and raised in Europe and have been living in the USA for about 20 years. I know that people in Europe have been feeling resentment for the Northern Africans and Turkish Muslims for a long time way before Bush was president, in fact he was still a teenager in those days. Maybe if Muslims stopped committing acts of terrorism the world over like they have been doing for the last 30 years they would become a little more popular with the rest of us.
