My pc is super but fraps is low?

some people... fraps kills your framrates because the video card sucks.... idiots should be trying to answer a question they have no idea about. anyway as awesome as the rig is (well other than the gpu as you have been told already), it could be in your settings. it's writing to you hard drive all the data the game is displaying. at 1920 x 1080 (impressive for a 9800 nvidia btw) it's alot. you hardrive can hold so much and you will see a drop in it's abilities the fuller it gets (trust me i have a 280 gb that's suffering from this). i don't know about your space limitations or the quality or hard drive but i'm thinking that might be hindering the program's writing ability. no joke i got a used 160gb ide seagate and put it in there thinking of using it for recording purposes. it was worse than my 1/2 sata by a long shot. it made my frames drop dramatically in games when recording as opposed to the sata. you wouldn't think it would slow the game down like that if another program was having issue writing to the drive. i would try tinkering with the settings. you can record the games at frames slower than your playing speed. try reducing that to about 25ish and then click the 1/2 size and see where that gets you. it'll still make a decent video but increase the performance as well. you might wanna update the gpu also :P.
