Could this be worn to a summer 'ball' (which isnt really as formal as a ball, but is called one anyway)?

okay well my advice would bet to DRESS IT UP you culd definitly wear it. just wear alot of maybe like diamond jewlery and some dressy shoes make it alittle of the top maybe. curl your hair or something like that.
